The Downtown Norfolk Council maintains the 50-block Downtown Improvement District (DID) with enhanced services that go above and beyond baseline city services to create a thriving, clean, and safe metropolitan core. The DID was originally established in 1999 and periodically undergoes renewal, including in 2026.
