Community Engagement Street Team (CEST) at JANAF Shopping Center

Norfolk Department of Human Services’ Community Engagement Street Team (CEST) is back on the road, bringing access to benefits programs, public assistance and support services to residents where you are – in the neighborhoods!
Norfolk’s Department of Human Services realizes that many residents struggle to access benefits programs, assistance and support services due to a lack of transportation.
To address that need, Norfolk Department of Human Services is bringing much-needed access right in neighborhoods with the Community Engagement Street Team.
The CEST will be at JANAF Shopping Center (5900 E. Virginia Beach Blvd. – TJ Maxx Parking Lot) every Thursday in March from 11 a.m. to 1 p.m. bringing resources right to residents.
Resources include:
- Benefits Applications
- Tangible Resources (food, water, personal care items, etc.)
- Referrals for Service
- Case Management Assistance
- Support and Additional Help
