What’s New in Norfolk for 2027

Momentum is the key word for Norfolk in 2027. Across the city, major infrastructure projects, cultural expansions and waterfront developments have officially opened their doors, while others will be welcoming guests this calendar year. Whether you are arriving for a convention, a cruise or a weekend getaway, there are many new finds awaiting you in the Mermaid City.

Transit and Travel

Getting in and out of Norfolk is now more efficient. Norfolk International Airport has completed its Concourse A expansion, adding three new gates and floor-to-ceiling terminal views. The airport has also integrated local culinary staples directly into the concourses—including outposts for Town Center Cold Pressed and Bruce Smith’s 200 Sack Club—allowing travelers to sample authentic local flavors right at the gate. Other local restaurants and breweries will follow suit in 2027.

For visitors arriving for business or leisure, VisitNorfolk’s new Show Your Boarding Pass and Show Your Conference Badge programs offer immediate, practical discounts at participating businesses citywide. On the waterfront, the Norfolk Cruise Terminal will soon be home port to the Carnival Freedom, which replaces the Carnival Sunshine in May. Freedom will offer year-round itineraries to the Caribbean and Bahamas.

Nature and Recreation

The Norfolk Botanical Garden has finalized its stunning and ambitious Garden of Tomorrow project. The focal point is the Perry Conservatory, a massive glass structure housing distinct global biomes with unique plants, elevated by the integration of Dale Chihuly’s renowned glass artwork among the foliage. There is also Reeds Bistro, a new dining and events space adjacent to the biomes.

For animal lovers, the Virginia Zoo has transformed four acres near its front entrance into the brand-new EdVenture & Exploration Campus. This cutting-edge education center is dedicated to wildlife conservation and allows visitors to walk right in and interact directly with “animal ambassadors” like sloths and red pandas. Outdoor enthusiasts will be thrilled to hear the newly debuted Elizabeth River Trail headquarters in the Chelsea neighborhood now serves as the official community anchor and starting point for navigating the city’s 10.5-mile waterfront path. Stop in for refreshments, directions, cycling gear and tips from local riders.

Arts and Entertainment

Situated on the Elizabeth River, the HeadWaters Resort & Casino (which opened as The Interim) is set to open in 2027. The waterfront property will provide a centralized hub for gaming, upscale dining and luxury accommodations directly next door to Harbor Park and Norfolk’s Amtrak station.

In the cultural sector, the Barry Art Museum on the campus of Old Dominion University will reopen its doors following a massive $25 million architectural expansion. This new three-story wing doubles the museum’s footprint, significantly increasing gallery space for its mesmerizing glass and contemporary art collections. Meanwhile, in Downtown Norfolk, construction continues to enhance the Virginia Arts Festival campus, bringing a dedicated, world-class performance hub and outdoor grounds to the area just across from Scope Arena.

Shopping and Local Business

Downtown, Selden Market on Main Street has unveiled a comprehensive remodel, updating its interior to better support the local vendors and visitors utilizing the business incubator space. Finally, on the shores of the Chesapeake Bay, the newly constructed East Beach Square is bringing a fresh mix of dining concepts and boutique retail to the beach in Norfolk. Chelsea Bakehouse, Lolly’s Creamery and Frank and Patty’s are a few of the local eateries that have committed to the project.
