Free Things to Do in Norfolk During the Holidays 

Who says the holidays have to come with a price tag? Norfolk shines this time of year, and some of its most magical moments are completely free. From twinkling streets and sparkling waterfront views to beautifully decorated public spaces and cultural institutions that warmly welcome you in, the city is full of ways to experience the wonder of the season without spending a thing. Here are a few simple, meaningful and genuinely free things to soak in the holiday spirit throughout the city.

Holiday Lights, Waterfront Walks and Seasonal Atmosphere

Don your scarf and capture Norfolk’s winter mood on a brisk evening walk. Wander through Downtown Norfolk after dark, where the buildings, trees and waterfront come alive with seasonal lights. Granby Street is especially strong this time of year, with historic architecture, decorated storefronts and a general holiday mood throughout the neighborhood. 

Continue toward the water and follow the nighttime skyline along the Elizabeth River Trail. The views from Town Point Park and Waterside District’s promenade offer one of the best perspectives on the illuminated Downtown core. This year, Winterfest is expanding with even more free areas to explore. Millions of lights will be strung from Town Point Park, along the walkway in front of the decorated Battleship Wisconsin and all the way over to the Pagoda & Oriental Garden. Watch as ice skaters twirl across the ice and as touring ships come and go in this bustling winter wonderland. It’s all free, open-air and easy to enjoy at your own pace.

Freemason District

For a quieter experience, head west into Historic Freemason District, one of Norfolk’s oldest neighborhoods. The cobblestones, historic row houses, and waterfront homes create a classic holiday atmosphere. From there, continue to the Pagoda and loop the small pond as reflections of the seasonal lights ripple across the water.

If you’re exploring neighborhoods, Ghent offers tree-lined streets, historic homes, and plenty of porch lights that give the area a relaxed holiday feel, especially at dusk.

Holiday Markets

Norfolk’s holiday markets add a little extra energy to the season, and several of them are free to explore. The Holiday Yule Log Bonfire & Holiday Marketplace at Town Point Park on Dec. 7 brings local vendors, music and waterfront views in one of the city’s most relaxed open-air settings. In the NEON District, the NEON Holiday Market offers an arts-forward mix of makers and creative vendors. The Mistletoe Market highlights Downtown makers and small businesses, while the Krampus Market gives the season a darker, tongue-in-cheek twist with alternative crafts and winter oddities. For a quieter evening experience, the Starry Night Market features lights, music and local artisans in a low-key outdoor atmosphere. Finally, Holidays in the Wild Holiday Market at the Virginia Zoo offers its own seasonal market (free to browse with zoo admission) which is worth noting for visitors already planning a day at the zoo. Seasonal Ambiance at Selden Market and The Main

Two of Downtown’s most photogenic holiday spots are also free to explore. Inside Selden Market, small shops put up creative displays and seasonal décor — and Santa makes frequent visits, too! The vibe is warm and urban, even if you’re just passing through. A block away, the lobby of The Main goes heavy on holiday decorations each year — we’re talking Nutcrackers, trees, garlands and a thoroughly Instagrammable place to pause out of the cold.

Waterfront Parks and Open Spaces

Norfolk’s waterfront parks remain open all season and offer some of the best holiday views. Town Point Park is a natural gathering spot with Downtown’s lights reflecting off the river. During the day, the surrounding walkways near the Waterside District offer quiet spots to take in the skyline without the noise of crowds or events. Up at Ocean View Beach Park, you can watch the tree illumination on Nov. 29, or check it out all season long as it lights up the beachfront. 

Chrysler Museum of Art

When you want to step indoors, the Chrysler Museum of Art is one of the best free cultural experiences on the East Coast. The galleries provide a peaceful break from the bustle, offering glasswork, photography, sculpture and exhibitions that inspire during the holiday season. Inside, the museum decorates in holiday style, transforming the museum’s interior into a wonderland of its own. Next door at the Perry Glass Studio, check out free glassblowing demonstrations for a different sort of holiday lights. 

Mermaid Scavenger Hunt + Elf Door Search

Beginning Nov. 29, miniature elf doors will be distributed throughout the city. Just look down and you’re likely to see one of these magical portals on your walk. 

Norfolk’s mermaid sculptures are scattered throughout the city and always free to visit. Turn it into a holiday scavenger hunt by walking or driving through neighborhoods and see how many you can find while enjoying the seasonal lights around them.

Norfolk gives you space to enjoy the holidays without dipping into your budget. From waterfront walks and historic neighborhoods to free museums and decorated public spaces, the city offers the kind of seasonal experiences that feel honest and accessible.

Low-Cost Fun 

If you’re willing to spend a couple of bucks, don’t miss out on the Hot Cocoa Wars in Downtown Norfolk, Nov. 22-29 and great hot chocolate drinks at local restaurants all winter long. Also, Winterfest and the Norfolk Botanical Garden offer discounted ticket nights throughout the season, so you can enjoy the festivities without breaking the bank.
