Nothing says summer like a picnic, and Norfolk has no shortage of beautiful places to spread out your blanket. From waterfront parks to lush gardens, these are the top spots in the city to enjoy fresh air, great views and even better food. Whether you’re planning a romantic afternoon, a solo escape or a full family outing, we’ve paired each location with food suggestions to help you plan your perfect picnic.

Norfolk Botanical Garden

With over 175 acres and more than 60 themed gardens, Norfolk Botanical Garden has a lot of spots to lay out and enjoy. Forget packing lunch! Grab a fresh panini and iced coffee from Bear House Coffee Roasters. After your meal, take a stroll through the blooming displays, and keep an eye out for the Ben & Jerry’s ice cream trailer for a sweet treat.

Town Point Park 

Waterside Dr, Downtown Norfolk

Located in the heart of downtown and right on the Elizabeth River, Town Point Park is a picnic-perfect destination with waterfront breezes and plenty of grassy spaces. On your way, stop at Selden Market to grab a sandwich from The Stockpot and a refreshing boba tea from Potted. Want to bring a little campfire nostalgia? Pick up a gourmet treat from S’mores Amore for that summer vibe.

Ocean View Beach Park

If a beach day picnic is more your style, Ocean View Beach Park offers sun, sand and surf. Bring a beach towel and some sunscreen, then swing by Doug’s Hot Dogs. This beloved local favorite that’s been serving up classic hot dogs for over 40 years.

Want more than just sand and sea? Don’t miss Friday night events hosted by Festevents, featuring live music, fireworks on the Fourth of July, and weekly family-friendly themes through August 30. It’s a picnic with a show!

The Pagoda and Garden

Tucked into Freemason Harbor, the Pagoda and its surrounding garden path make for a serene, shaded lunch spot. Grab a sub from Siren Subs or a specialty coffee and sandwich from Cure Coffeehouse, then find a quiet bench or table surrounded by ponds, blooming groves and peaceful waterfront views. The garden’s landscape transforms with the seasons, offering a beautiful and ever-changing picnic backdrop.

Lambert’s Point Park

Tucked beside Old Dominion University and overlooking the scenic Elizabeth River, Lambert’s Point Park provides plenty of green space and over 100 free parking spots. Stop by one of the many restaurants along Hampton Blvd like Chicken Salad Chick and Union Taco to pick up tacos, wings, or a hearty sandwich for your picnic. Open sunrise to sunset, it’s a great spontaneous stop.

Plum Point Park

For a peaceful riverside picnic with a touch of history, Plum Point Park offers views of the Elizabeth River and easy access to the Historic Fort Norfolk, the last remaining harbor-front fort authorized by George Washington. After your picnic, walk or bike the trail to Fort Norfolk or explore nearby Chelsea, a dog-friendly district full of casual restaurants like Toast and Smartmouth Brewing Co. offering great options to grab and go.

Hermitage Museum and Gardens

While the Hermitage is a beautiful year-round destination, it truly shines during summer’s Sunsets on the River concert series. Held June through September, these ticketed Thursday evening events offer a laid-back atmosphere, live music, and stunning views of the Lafayette River. No outside alcohol is allowed, but don’t worry, craft beer, wine, and a rotating lineup of regional food trucks have you covered. It’s the perfect way to end a summer evening picnic-style.
